For the 1000th time, why is phone service so poor around here?

A far cry from this scenario,
nowadays in Nigeria, you can't call reliably 
- on the Third Mainland bridge
- in your home
- on major roads
- on minor streets
- by the window
- in your bed
- at work
Why? 
It was better one year ago.
